The challenge is to assist biofuel development, like the development of new cellulosic technologies, with responsible policies and economic instruments to aid ensure that sustainable biofuel commercialization will be sustainable. Responsible commercialization involving biofuels represents an opportunity to enhance sustainable fiscal prospects in Africa, Latin America in addition to Asia.
