In vote counting system manual counting has a physical ballot that will represents voter intention. The physical ballots are read and translated; then results are individually tabulated. The voter casts about three ballots, one for all of the three elections (national and local), each in a very sealed envelope. The party along with candidate names are pre-printed about the ballot, or the voter may write them in using a blank ballot.
