Federalism typically comes concerning by a contract or constitution among the territorial governments to unite and form, in specified areas, a central set of laws, such as to represent all internationally, and in national legislation re criminal and commercial laws. The term criminal law usually refers to substantive criminal laws. Substantive criminal laws define crimes and may establish punishments. In contrast, Criminal Procedure describes the process through which the criminal laws are enforced.
