In cellular democracy, a jurisdiction such as a county or metropolis is divided in neighborhood districts having a population of about 500 people, using about 100 to be able to 200 households. The voters inside the district would decide a council. As developed by economist Fred Foldvary, cellular democracy is a form of democracy based on multi-level bottom-up structure according to either small neighborhood governmental districts or contractual communities.
