A bureaucratic collectivist talk about owns the method of production, while the excess (“profit”) is distributed among at the very top party bureaucracy (“nomenklatura”), as opposed to among the functioning class. Also, just remember, it is the actual bureaucracy—not the workers or people in general—who regulates the economy as well as the state. Thus, the system is not truly capitalist, but it’s not socialist either.
