INTRODUCTION:

Bangladesh, a small and developing country, is beset with multiple problems. Among them, eve-teasing, nowadays, has become a talk of the country owing to its injurious effects on women, especially to the teen aged girls. It’s obvious that no conscious citizen of our country is unacquainted with this problem created by evil-doers. Whenever, we put our eyes on daily newspapers, we find the news of suicide of any school or college going girl which is the outcome of eve-teasing.

I reckon that everyone knows what eve-teasing is, for which there is no need to define it black and white. Varieties of reasons can be cited. Through satellite TV, the young boys and girls are watching pornography which is directly or indirectly leading them to eve-teasing. It is a matter of great regret.

Most victims of it are women or girls who fail to wear very modest dress. On the contrary, those wearing decent dress are not found to be teased as usual. The previous two sentences imply that not only the evil doer youths, but also the women wearing indecorous dress are equally responsible for it. There is a law against it but law is not enough to solve the problem. Parents should make their children realize the impacts of eve-teasing.

Definition of Eve Teasing:

Our Society is suffering from many social evils at the moment. One of the worst evils is the Eve Teasing. Eve Teasing is a term which usually involves young men annoying or disquieting girls or women by making sexual innuendos against them in public or in work places. Eve teasing is a euphemism used in Bangladesh, India and Pakistan for public sexual harassment, street harassment or molestation of women by men.

With this given definition, in this technology based era, one new thing should be added to the definition of eve teasing, that is teasing by mobile phone and mobile tracking. The government should pay attention to these types of teasing as well. Eve teasing is widespread in every form in our society. I guess every woman for sure in her lifetime has come across some form of eve teasing.

Eminent sociologist Pratikha Baxi of India has stated, “Eve teasing is a euphemistic expression that lives in post-colonial India and refers largely to sexual harassment of women in public spaces, thereby constituting women as ‘eves’, temptresses who provoke men into states of sexual titillation. This popular perception of sexual harassment posits the phenomenon as a joke where women are both a tease and deserve to be teased. Considered a growing problem throughout the subcontinent, eve teasing ranges in severity from sexually-coloured remarks to outright groping.”

Eve teasing begins as an attempt to irritate a girl or catch her attention A lewd stare, a sly whistle, a well-timed clap, an unwarranted bump, a seemingly causal touch, a lingering look at a vulnerable time, the humming of suggestive song, passing downright uncouth comments, cheap gestures, display of indecent snaps or videos, giving “unwelcome call” or “missed call”, sending indecent texts …., all these are typical examples of eve teasing.

As conscious citizens, we should initiate some effective measures to encounter this gender biased social menace. But prior to this, we need to unmask the causes of eve teasing. Who get involved in eve teasing and why? One statistics suggests, 32% of the eve teasers are students, 35% are anti-socials while 33% are middle-aged men.

So, the spectrum of eve teasers is very wide starting from teenagers to middle-aged men, either illiterate or educated. Psychologists and social scientists suggest eve teasing to be a result of the frustration suffered by a majority of youth. Disappointed by the unbecoming attitude of teachers and indifferent parents, they yearn for an outlet to vent their aggression and depression. Moreover, those who do not inherit good values involve in acts of sexual harassment.

Harassment styles:

Eve teasers frequently undergo unnecessary touching, pushing, shoving, or vulgar comments on the public transports and streets, while on the other hand they are also frequently harassed at workplaces by male colleagues or bosses. These experiences severely hinder women’s productivity as well as mobility. In the long run, these women and girls, their families, and thus the whole society suffer.

Eve Teasing’ in Bangladesh – A Social Curse

Our Society is suffering from many social evils at the moment. One of the worst evils is the Eve Teasing. Eve Teasing is a term which usually involves young men annoying or disquieting girls or women by making sexual innuendos against them in public or in work places. Education Ministry in Bangladesh has designated 13 June, 2010 as Eve Teasing Protection Day. This declaration reflects increasing concern over the worrying number of girls and women who have committed suicide in the country to escape sexual harassment known as Eve Teasing.
School and College gates or the street is main the target of the wayward young men to disturb girls and women. Ain-O-Shalish Kendra (ASK), a human rights organization reveal that 14 girls and women have taken their own lives over the past four months across the country for Eve Teasing. In addition, a father and a daughter also committed suicide jointly – in an incident blamed by the authorities on Eve Teasing – while police say three males who publicly protested against the practice have been killed by stalkers over the past 12 weeks.

It is moral duty, social obligation and legal right to fight against Eve Teasing. Education Ministry initiated with the declare 13 June as the Eve Teasing Protection Day, which is encouraged to protect this social evil. But it must be removed at any cost.

‘Very frightening’

Critics argue that laws which should prohibit sexual harassment are so poorly drafted that victims get virtually no help from the law enforcement agencies. Families of the victims are left feeling hopeless and helpless.

“Some victims find suicide is the only avenue that enables them to escape this social pandemic,” said Sultana Kamal, executive director of ASK.

“The situation is very frightening. The suicides of 14 girls are an alarming sign of the times. If it is not controlled, we women can no longer live in society with any dignity.”

The tragic story of 13-year-old Nashfia Akhand Pinky – known as Pinky – shows just how damaging “Eve teasing” can be.

Pinky was a ninth-grade student of a school only half a kilometre away from where she lived with her uncle in central Dhaka.

On her way to school, she was stalked by her 22-year-old male neighbour and some of his friends who, according to her family, persisted with “ribald comments, smutty jokes, coarse laughter, sly whistles and even indecent exposure”.

The neighbour is alleged to have been stalking her for several months.

On 19 January, she went out of her house to buy some medicine for a niggling hand injury.

The neighbour and his friends blocked her way and made suggestive remarks. She became angry and protested.

After that, he became more aggressive and bombarded her with crude language, pulling off her scarf and slapping her face.

Pinky fell down on the street under a barrage of blows. Some neighbours apparently saw the incident yet did not try to stop it or protest against it.

Ali Ashraf Akhand, Pinky’s uncle, said that she suffered “serious mental torment from this indecent assault”.

“She could not tolerate the insult of it,” he said, “so she hanged herself with a sari scarf tied to a ceiling fan in her drawing room.

“Pinky informed me around 15 days before her suicide about the stalking by the neighbour. I tried to warn him off but he became more predatory,” Mr Akhand said.

His version of events seems to be borne out by a note Pinky wrote just before the suicide.

“When [my tormentor] pulled my scarf and harassed me physically in front of the house, onlookers at the scene laughed. Nobody protested. None of my family members are responsible for my suicide.”

Bangladesh police chief Nur Mohammad said that Pinky’s case – and others like them – were a cause for “grave concern”. He said harassment was a problem that urgently needed to be sorted out.

Education Minister Nurul Islam Nahid said female students and female teachers are at present not safe on streets or in schools.

“That is no exaggeration. In some places, schools have been shut down and exams delayed because of the problems caused by Eve teasing stalkers.

“Those who are teased do not like to go to school and sometimes guardians do not allow them to go to school for their safety and honour. So the drop-out rate of female students in many schools is increasing,” Mr Nahid said.

“Another negative manifestation of the problem is the tendency of parents to push underage daughters into early marriages so that they can escape Eve teasing. Parents think that if their daughter has a husband, they will be saved from the dangers.

According to a daily newspaper, two girl committed suicide only in October 20″It has become a vicious cycle.”

In the last 7 months there 4 girls were killed and 42 were injured. Well, this is just a ruff measurement, which came across the people’s attention. There happened many occurrences like this, which were not published in the newspaper. In most of the cases, the victims shy to exposes these incidents.

Negative effects of eve-teasing in Bangladesh:

Eve-teasing has a great negative influence over the family, society and of course the country. The demerits of eve-teasing are very clear to us. Many girls are committing suicide to save them from the teasers. This is not only frightening but threatening as well.

Recently one Mother was killed to save her daughter from the eve-teasers. This is a real shame.

Many of Girls are feeling insecure to go the schools. As a result, the parents are not allowing the girls to go to school or even outside of home. This is how the drop-out rate of female students is increasing day by day. Not only this, the victim girl may lose his mental balance.

In most cases, girls are letting married in an early age. This underage marriage problem is also increasing by this eve-teasing problem. The guardians assuming, their daughter will be safe and fine with her husband. Basically the rate of illiterate people is high in Bangladesh. This illiteracy is a curse in this modern era. The female illiteracy is higher toss. In this case, if this eve-teasing problem exists for a long time, Bangladesh will let down from worse to worst in terms of female education.

If the girls are getting married in an early age, they will probably having more babies, which will make the population problem destructive.

So in a sense, it can be said that Eve-teasing may create more problems beyond our expectation. The eve teasers are becoming more dangerous. They are willingly doing all these and asking hazards in society. They seemed to be committed of doing anything they want in the sake of their wish. These young teasers are turning out to be a terrorist in the coming days.

The consequence of every day’s EVE-TEASING leads to self-devotion or death.

The government has took a step against the eve-teaser and has started judge by mobile court, sending to locker and demanding money yet social revolution should be made by the media for opposed the EVE-TEASING and will be assumed which are good to society. Same time will be increased activity about the EVE-TEASING between whose are living in society. If we can not resist it, that we can not free from the problem.

Why does it happen?

Teenage boys, rickshaw-puller, bus driver, vendors, traffic police and colleagues at work are generally those who engage in stalking and eve teasing. Dr. Rokeya Begum the chairperson of the association foe clinical psychology, contends the offender consider eve teasing as fun. Some think there is nothing wrong with staring at a girl. To say it in simpler terms, masculinity is viewed not so much as a set of emotion or behavioral characteristics but as hierarchical dominant over the feminine genders. Eve teasing is obviously a rite of passage for boys on their way to manhood. Gender segregation from childhood, lopsided parental relationships as well as the representation of man-woman relationship in literature and popular cinema inculcate and reinforce the patriarchal model of masculinity in the mind of the growing male child. Perumal finds it interesting that in his country the mother figure is generally deified, yet the growing male child does not learn to respect the members of his mother’s gender.

Another angle toit is that the vocal emergence of feminism brings additional complexity to the male psychology. SURVEYING the newspapers over the last few montshs we must have to be shocked realising the unprecedented rate of suicide cases among the young girls due to eve teasing. As reported in the newspapers in the recent past Nurina, Elora, Simi, Trisha, Tonni, Swapna, Tithi, Rumi committed suicide to escape the cruelty of stalkers’ repression. Over the last four months, as reported in The Daily Star, fourteen girls, due to repression of stalkers, opted for ultimate destiny of their lives finding no other alternatives.

Apart from suicide, one statistics has revealed that during January-July 2008 period only, about 13,000 women became victims of eve teasing of different forms across the country. This figure counted only the reported cases. Many occurrences remain unreported as the majority of the victims of eve teasing prefer to ignore this out of fear or not to be ‘disgraced’ or part of a social ‘gossip’. The situation has become so alarming that, in general, it can be argued that at present no girl has been spared from being a victim of eve teasing in one form or another.

Eve teasing might seem harmless ‘fun’ to some, but gets the nerve of the victims. The severe impact of eve teasing is taking away the lives of young girls as Bangladesh has witnessed recently. Based on empirical study (2008) the Hunger Project has identified some impacts of eve teasing in the society of rural Bangladesh. These are:

a) Curtailed education: Sexual harassment increases girls’ drop-out rate from school. Parents concerned about their daughter’s honour or safety sometimes keep their daughters home and/or marry them off at an early age. b) Early marriage: Girls who are teased or harassed are also pushed into marriage, before they are physically or mentally prepared.

d) Hindered development: Eve teasing contributes to maintaining the low status of women. It also hinders women in participating in the formal employment sector. As nearly half of the population of the country are women, for the economic development of the country their participation in employment is a must.

In a male dominant society like ours, the concept of masculinity is usually equated with patriarchy. So, eve teasing can be viewed as a rite of passage for boys on their way to becoming men. Considering that sex is not the only motive, it would be reasonable to conclude the psychodynamics of eve teasing are closely associated with the issue of masculinity and the masculine agenda. Gender segregation from the childhood and the domination of the male members in a family over the female members contribute much to reinforcing the patriarchal model of masculinity in the society.

To the society, in general, being male signifies ‘powerful’, while the female is always a ‘second sex’ or weaker one.

Electronic media, especially some movies (both Hindi and Bengali) may be blamed for propagating eve teasing. Many movies depict scenes of teasing, showing this behaviour as a way to win a woman’s heart. Others show this as a behaviour for men indulged in some fun, at a woman’s expense of course.

Sometimes, women are blamed for ‘alluring’ eve teasers by their ‘seductive’ dresses or make-ups. But the reality is, the majority girls who become the prey of eve teasers are from rural areas and they are more conservative in wearing dresses compared with their counterparts in the urban areas. Even in Pakistan rural women in strict ‘purdah’ are not escaped from the harassment of the eve teasers. In a recently held discussion on eve teasing, alleged war criminal and the apex leader of Jamaat Motiur Rahman Nizami has blamed women as they go out at night time. What an audacity! Limiting the movement of womenfolk goes against the essence of our constitution as it has ensured both the genders indiscriminately to move freely.

In our country, yet now there is no strict law that can effectively curb eve teasing. Article 76 of the Dhaka Metropolitan Police Ordinance 1976 of the Penal Code of 1860 affirms that any acts, conducts or verbal abuses that are used to disgrace women are punishable by law. However, these provisions seem minor compared with the crimes they commit.

Recently, the government is planning to introduce a strict law against eve teasing. No doubt, this is a timely step to move forward. However, if we consider the case of India, we may assert that law alone cannot eliminate this social vice.

Considering eve teasing as a serious crime, some states in India have introduced stringent laws. However, this did not work well as there was no step adopted there to launch any social movement against this. So, if we want to reduce this crime, we must launch a social movement against this in addition to introducing punitive legal measures.

First of all we need to reduce the gender segregation in the society so that children of both genders can know each other well. In a family, children of both sexes should be given equal emphasise. We also need to formulate a mass awareness programme in this context. Media, NGOs and other social organisations may play pivotal role in this respect. Besides, the government should also initiate special projects focussing school/college students with a view to increasing awareness about and against eve teasing. However, all the steps will be futile unless the male segment of the society change its patriarchal mindset

Eve teasing was started in Bangladesh long time ago. But this was not that much severe issue at that time. Even though the people of this country were not educated at that time, they shared a basic social and moral value which they believed in, which prevented them from doing this. Eve teasing is a traumatic experience. It can leave deep psychological scars and has negative consequences for the greater community. Parents, who are concerned about their daughters’ honour or safety, sometimes keep them home from school and/or marry them off at an early age. While Bangladesh has declared sexual harassment illegal, state interventions have been inadequate in stopping this grave malaise to date. It is a shame for the country that such inhuman repressions on the vulnerable female part of the population can go on, largely unpunished and uncontrolled, year after year.

Though eve teasing has a long and painful history in the country, such incidents do seem to have risen alarmingly in recent times. Youngsters, who may think that they are virtually immune due to their claimed powerful connection, are mostly engaging in such acts. Thus, it is imperative that the political authorities in the government should see the need of removing such impressions, real or perceived.

Laws do exist for prevention of repression of women and children and they allow for tough penalties. But there are gaps in the laws and their interpretation and application that often allow the street Romeos to use the loopholes of the laws to escape appropriate punishment for eve teasing. A new law expressly defining eve teasing and prescribing tougher penalties needs to be enacted. Solution of this problem

1. Girls should avoid wearing provocative dresses if going to a crowded neighborhood.

2. When we established faith and respect to others.

3. When we fulfill the fundamental demand to all citizen.

4. Remove addiction from our society and developing our living style.

5. Imposing proper law against this social problem.

6.  100% reservation for boys in all schools and colleges.

7. Ban girls from all public places — markets, train stations, airports, hospitals, you name it — where they may encounter ogling boys.

8. All girls shall be forcibly married before they reach puberty, and thereafter stay home and make rotis.

9. Cover the girls from head to toe with burqua, and give them free iPods.

10. Make breast ironing compulsory for all pubescent girls.

Protect or Remove the Eve-Teasing Problem

Eve teasing is an internal problem of Bangladesh. People need to know about the demerits of Eve teasing. Thus we need to raise our consciousness among the general people. The people also need to change their mind a bit. We always had a negative mind set for the girls. I don’t know why, but many of us are not ready to accept the equality between a girl and a boy. It has been advertising and making people belief that there are no difference between a girl and a boy. But the reality will disappoint you completely. There is a long distance between reality and what is publishing. Still we specially the boys are not ready to be beaten by a girl. Even if a girl wins legally we deny it every time. That’s why I said we need to change our view on girls. We must see them as a human being. We must credit them if they deserve. We must believe a girl can do as much as a boy can do. To do so, to change our view, we need people to be informed about that. As the eve teasing problem is staring from schools, colleges or universities, we need to protest this problem from the educations institutes. We have to make sure these educational institutes are free from eve teasers.

Even just 2 months ago, Eve Teasing was a hot topic in Bangladesh. This problem paid the attention of Education Minister too. The daily Newspapers were publishing all these news as the headline those days. Committees were made, organizations were active. Even girls were out taking banners and protesting against the problem in roads or schools, which was very promising. It’s their problem and they should play the vital role. By saying that I did not mean boys have nothing to do. Overall, all of us should be protesting against this problem being in our own places. But if the girls become more attentive of their rights, this problem will be solved quickly.

We need to investigate if there were any political interferes too. I saw some RABs and Policemen are catching the teasers and punishing them instantly. This is a good move from the Govt. It is expected; the teaser will be embarrassed and keep himself away from Eve Teasing in rest of his life. At the same time, there should be some accurate and proper laws against these crimes. As we have already seen, this problem is causing suicide and killing, so we should pay extra attention on that issue.

At the same time, if we can remove this problem, we will get our young generation back in their business. The will think positively and will be interested to do positive works for the society. The girls also should not try to blackmail any boys with this matter.

A helpful mind from both Boys and Girls will help us to get rid of Eve Teasing problem.
