Public administrators are public servants employed in public departments along with agencies, at all levels of government. Public administration is “centrally focused on the organization of government policies and programmes in addition to the behavior of administrators (usually non-elected) formally in charge of their conduct” A lot of unelected public servants could be to be public administrators.
